1. so how do you give someone a referral?

all of my referrals come in via my link. how would i pass a referral on to someone else, and how do i know the person will be active?

Thanks for the question Ashley.
It's not possible to move referrals around in your tree.
However, when you get a personal referral that you know personally, you can explain him you wish to try the under placing and ask him before to sign up under your friend instead of you.
He will understand the idea and eventually will apply it to his own tree in the future.
